Do you suffer from difficulty in offering charity before your secret consultation? Then if you don’t do it, Allah has turned upon you; then you keep up prayer and give welfare tax, and you obey Allah and His Messenger, while Allah is acquainted with whatever you are doing.
Since the poor believers found it difficult to offer charity before the secret consultation with the Messenger, the Three-Time Knower Lord avoided this through this verse. The hypocrites who quote this verse as proof for receiving remuneration for teaching the reading of the Arabic Qur’an or for teaching the meaning of the verses do not approve of Allah that He has already decided whatever they are doing. By receiving remuneration, they are filling their bellies as well as their family members’ bellies with fire as explained in verses 2: 174-175. But based on this verse, it is allowed to receive a fine from those who do not attend the class punctually, where Adhikr is explained without receiving any remuneration. See explanation 2: 2-5; 9: 16, 91-93; 49: 17-18.
